Temp guage

as someof you are aware i'm new to the scooby scene so i've got quite a few questions that need answering (lol) the temp guage on my 94 classic wagon (turbo) seems to go to half way pretty quick and then it just stays there i thought it might drop down a bit when the fans come on but it dont move at all is this normal??
