Unhappy gunk?

Hi can anyone help. Ive just got a impreza jap import wrx, was checking oil and stuff as you do and noticed the white tube where you pour the coolant was a bit gunked up? Is this due to wear and tear or a more serious problem?It is a 96(p)plate.Please help

Would remove the tube mate and clean it drain coolant(whole system)refill with antifreeze/water as you do then see if it gets like it again, sometimes on older cars if the coolants not been changed fairly regular you get alot of crap built up from around the cooling system can generally be a rusty colour personally i get a slight chalky green/blue(antifreeze) build up in the top up pipe but its nothing to worry about.If the coolants a milky like substance chances are if the engine oils starting to look the same its head/head gasket related.
