Exclamation ecu chip whats your opinion?

one of my mates saw this chip on e-bay & he's thinking about getting it , i didn't think it is a wise move, so any opinions wolud be welcomed for or against, just so he knows what to expect from this chip. I know some of you willl have the answers for him.
