engine can't start

Hi, I have 1996 impreza GL 2.0 AWD manual. Car refuses to start when engine is cold, engine crancks but can't start. So I push and hold acceleration pedal before turning keys to start and engine starts with no problem. Can you tell me what is the problem? I can use acceleration pedal to start engine, but this isn't good in long run I know, so I need way to start engine without pushing acceleration. Thanks in advance.

choke isnt working or you have a air leak somewhere thats weakening the mixture when its cold.
