Hi the 95 spec WRX I believe was 260PS standard power (which is about 255BHP) and I think I am correct in saying that the car boosts at 11-13psi

The Turbo boost may run anywhere up to 15psi,but was dependent on how set where it was built to be honest, as there is no real "set limit" I have found, as a majority of cars were checked and "adjusted" to suit engine running, once built at source.
Anything over this sort of pressure will only ask for trouble though, as the blocks/pistons were not designed to take anything higher in standard form, thus meltdown is inevitable.

So: Anywhere between 13 - 15 psi is ok.
