needing some help

hi guys, still not got my engine rebuilt yet, and was hoping a bit of advice wouldnt go amiss. ive fully stripped engine down, not bought anyparts yet and hoping someone can help me decide which way to go, before hg went car was running at 275bhp, which was quick enough for me, its a 98 wrx import, i want reliability but want a turbo that spools up just that little bit quicker, i need an ecu as well as told my year cant be chipped or remapped, and looking at 1500 to spend on it, already decatted and decent air inlet. anyone got any ideas obviuosly a few 100 will be on new oil pump/cooler and gaskets/bearings so say 1100 to spend on mods. my turbo im currently running is a ihi vf22.

obvioulsy may need some second hand parts and sorry about the spelling lol im useless at typing
