Post Bernie: Let F1 teams spend freely provided they commit

F1 commercial rights-holder Bernie Ecclestone comes down on the side of the teams in the FIA/FOTA budget cap civil war, arguing they should be allowed to 'spend what they like' - whilst also insisting that they can't just 'get rid' of Max Mosley.
