Water Coolant Levels

Hi, a very novice question but would really appreciate some tips. What is the correct way to ensure/measure - water/coolant levels are kept at the correct levels and also what is the best coolant to replenish a scooby with please?

Thanks in advance its a 2002 UK WRX.

Coolant level should be checked in header tank. My level is usually about 50mm
from the top. As for coolant (antifreeze) I used universal blue having spoken to "EngineTuner" who rebuilt my engine. Don't mix colours though.
