Holding back at low revs shortly after starting car.

Hello all, my Impreza has developed a strange problem over the last month or so. Shortly after starting the engine (cold or hot), when driving at under 2500 rpm it looses power and feels like someone is going on and off the accelerator (a bit like its kangarooing, but it's not in the least bit jerky or violent).

It doesn't do it every time and accelerating until the turbo kicks in seems to stop it. It never does it on boost, or starts doing it at any other time except within the first minute of driving.

Ive tested the MAF sensor (no problems, engine stalled instantly when unplugged), there are no fault codes on the ECU and I have recently changed the plugs after this started (they where due anyway) and it has made no difference.

I took the pipes off the boost solenoid and cleaned them but they seemed spotless so didn't clean the solenoid itself. Really lost for ideas now so any help would be much appreciated!
