How do i know if my wrx is obd II compl.?

I have a version 7 STI WRX (bugeye)
2001. Japanese import into New Zealand.
Right hand drive.
Has plug like obd II.

Trying to find out if i can manually check trble codes or need obdII scanner

You can read the codes but not clear them, look under ur steering wheel you should see a couple of Green connectors( like used on classics) just no black ones for a reset.

k did some more chks, got no injector pulse or spark. I connected the two green connectors below steering wheels and could here the fans starting and stopping, fuel pump and relays clicking. chk light stayed on all the time. turned ign off and everything turned of, disconnected green connectors, ign on and chk light stays on - no blinking or anything
