Unhappy Need ecu help!

Hi Guys - I'm a newbie here so play nice!

My subaru rx 99 has the MIL lighting up. I bought an elm bluetooth diagnostic tool for it. It can't connect to the ecu so it disconnects. Thought it was the device (since it was only $20 on ebay) so bought a more expensive wired diagnostic tool that most definitely supports the protocol my car is running (iso 9120 off the top of my head) & it is having the same issue. It too cannot connect to the ecu so it disconnects.

What's wrong?! Have I missed connecting a particular wire?!

I've connected the 2 green & 2 black connectors under the steering wheel... SO why can't either of my diagnostic devices connect to the ecu? They most definitely connect to the car & power up from the connection but once attempting a search for the ecu & finding nothing, they disconnect. So surely I've missed something!?

Help would be GREATLY appreciated (as I'm getting driven nuts by this!)!!

It's a 99 and not all are obd the early cars are ssm 1 or 2 ,
Evoscan will work,
