Outside temperature sensor fault

Hi folks,
I've got a high reading on the external temperature sensor. When I get in to the car in the morning the temp will read around 24 degrees (I f'in wish!). This is before the engine has been turned on and the car is cold, so it's not due to heat from the engine getting to it.

Where's the sensor located?
Is this indicative of anything more than a dodgy sensor and is it harmful to anything?

front and centre in the lower grille area, there is a metal upright and its on that.
